Free Replacement for Sharepoint services

We should move to free online software to replace Sharepoint.  Sharepoint costs the Commonwealth money, it requires permission from an administrator to create the site, and it lacks some functionality that could be provided by other free online services. For example, we could use Google sites which allows users to make their own website about anything. This can be used to manage calendars, documents, add video, or almost anything else.  There are other options and other software as a service tools online that could also be used to replace Sharepoint.

Office 2007

Office 2007 offers a significantly improved user interface, and will enhance office productivity. The Commonwealth of Virginia maintains and enterprise license for Microsoft products, which includes licences for Office 2007.  Since the Commonwealth has already paid for the Office 2007 licences, we should be using the newest version of the software.  If we have already paid for it, why are we not using it? So my bright idea is use what we are already paying for and increase productivity.
