Why don't more agencies move to open source solutions? If state agencies used Linux instead of Windows for desktop operating systems, Open Office instead of Microsoft Office, open source bug tracking and server software, just for starters, the savings would be considerable. I could easily imagine cost savings in the tens of millions, if not hundreds of millions, and these are tried and true solutions developed by some of the best minds in the world, for which training and support can be purchased a la carte.
