Suggestion: Introduce a bill requiring motorists who are stopped for using cell phones (not the hands-free phones) to surrender their phones until they pay the ticket. Also, you could require them to either appear in court to retrieve the phone or add an additional charge to mail the phone back to them.

I think that it is a very great idea though. Many people are using mobile phones while driving nowadays despite the fact that those phones are distracting them and sometimes very bad accident can happen because of that. Small fines are not helping at all because drivers are not afraid of them. If their phones would be taken for such a law violation, they would be more careful about using them while driving. Thanks for the great idea and I hope that this law would be accepted soon.

Yes, but better hands-free devices needed
This is a good idea, but have you TRIED to buy a decent hands-free cell phone? I have wasted a couple of hundred dollars on crud that does not work.
Until decent hands-free devices are AVAILABLE, this is a wild goose chase.
My parents had a speaker-phone system built in to their van several years ago, and it was marvelous. But I have not been able to find anything like it.
