Could we consider having 10 second mini spots run hourly on all mediums to (re) educate the public and especially the foreign community what the proper rules of driving in this country are. And while I am on this topic how about eliminating reciprocity for foreign drivers with an international license and make everyone take a test before operating a motor vehicle on our roads. As to my original thought it should have a fantastic impact on statewide safety records and reduce loss of property and lives.
I would think it could cover every question in the question bank and show a few of the more difficult concepts visually via TV spots. Basic questions could just get covered audibly in Spanish and where time allowed repeated in English. Then make the entire test bank available online in several other languages as demand would indicate. The concepts are no great secret and are not about tricking anyone into failing. These are education tools to produce better, safer drivers.
VCU media students could lead the project and several other state schools could participate - or not. Grant the students a couple of free classes for participating and no cash needs to change hands. I suppose other aspects like CDL could be dealt with in similar fashion. And to take this concept all the way to the bank why not compare VA road rules to every other state and move us toward a National License test. If there is any money to be made in selling the model to other states or citizens for a one time $5 user fee great.! We are Virginia and we deserve to charge the rest of the country for having to put up with their uncivilized, uncouth, and generally disgraceful demeanor and deportment. To be a Virginian is a gift from God and all others are to be pitied.
The later concept of unified National exams carries tremendous merit for realtors, insurance reps and a host of "state licensed" individuals. Nurses already do it. At present so many professional licenses are not portable to other states and it really is a useless hassle to limit our workforce in this manner. In fact it could be better served on a national level because one organization could track continuing education and the method in which it was administered. One states 1 hour of education on HIV treatment and prevention could be radically different than another states or companies syllabus.
As a parting thought along the original lines of my epistle, raise the penalty for tailgaiting to a minimum of 12 months hard labor without hope of early parole. Those thoughtless and perverse morons deserve their own special form of death penalty for which I would have no compunction in supporting.

Better solution
learn English or don't drive. What other country would do such a thing? Costs less money. all these other groups are private and can do what they want. Don't force the government to spend MORE money on this type of program.
