I have developed an idea/plan that would greatly benefit the Environment, US Citizens, Consumers, Retailers, Merchants, Manufacturers, and of course our Government including its many branches across the nation.  I would like to see Virginia as the pace setter for this. 

I could not find a reward or incentive program for the average citizen within this category to introduce my idea to the government. 

This idea will induce environmentally friendly practices, reward Consumers, Retailers, Merchants, and Manufacturers for using the idea, and significantly increase spending.  This can be federally regulated, managed by the Government, and create secure jobs, including Research and Development practices. 

The revenue from this idea can generate more than One Billion Dollars per year, producing a constant revenue stream.  I am searching for guidance on how to sell this plan/idea to our Government.
