Our first premise: Virginia gave birth to the Internet. Why shouldn't Virginia give birth to how the Internet is protected?
Our second premise: Since half the world is training their young people on how to tear down or destroy America's critical infrastructures - why shouldn't we be teaching our young people how to protect our critical infrastructures?
Our third premise: The product is two dimensional because the need is two dimensional. The product is training and job creation and the need is diverting our youth and protecting the internet.
The Goal: Create 650,000 jobs that perform the function of Network Configuration Management (NCM) in 50 states and 189 jurisdictions.
How? We do this using a technique called "Cross Program Integration". We intergrate the goals and objectives of three separate programs and point them to a single objectives of prototyping the job creation in the Commonwealth. Since these programs are already funded there is a strong possibliity of this being a revenue-nuetral initiative.
The Goal Rationale: Network Configuration Management is the key process for knowing how systems were suppose to be connected - how they are currently connected - and what are the pending changes. In any medical school anatomy is a key first and second year course because it teaches the student how body parts are connected. Likewise, teaching our yourng people how and why networks are connected is the first step to learning how (and where) they should be protected.
The Programs: There are at least three major programs already funded that face severe challenges. These programs are the National Infrastructure Protection Plan (NIPP), the Science - Technology - Engineering - Mathematics (STEM) initiative, and the new Cybersecurity Initiative.
The Programs Rationale: Network Configuration Management (NCM) is a critical success factor for the NIPP and Cybersecurity initiative whether this is a known fact or not. The STEM program would do well to look at NCM since network configuration management is the embodiment of science, technology, engineering, and math. Collectivelly this country spent over 7 billion in fiscal year 2008 on these three programs with questionable results. No where were jobs created for the next generation of Vigrinians/Americans on a sustainable basis.
Why Virginia? Virginia is home to the world's largest and most complex telecommunications empire in the world. This empire, located in Arlington VA, has an extensive presence in many parts of the world. Moreover, the majority of this country's technical leadership is anchored around the multi-billion dollar technology investment dependent on the Depatment of Defense and Homeland Security (also located in Arlington). Also, prototyping this jobs creation activity for protecting the Internet in Virginia allows for easy access to decision makers who can assist in migrating both the technology and plan to the other 49 states and 184 jurisdictions.
