Virginia needs to resurrect the Transportation Authorities. They were struck down because they were considered unelected taxing bodies and therefore unconstitutional. Therefore, remake them as one of the following:

1. Either a specialized state department (i.e. VDOT, Hampton Roads Division) where that division would have sole control in that area and recieve funding directly from the state. They would be able to levy tolls on Department controlled roadways. The taxes that were to be collected by the authority should be collected by the State and earmarked to be ADDED to the normal VDOT funding for the area.
   OR
2. Remake the old Authority and hold a vote for a director and/or board. Then the taxing would be acceptable

No new referrendum would need to be held nor would localities need to re-accept this plan. The law would be crafted to reform the old authority. These authorities are necessary for the major regions of our great Commonwealth.
